The 2019 government work report for Qinghai province

The second session of the 13th Qinghai Provincial People's Congress began Jan 27 in Xining with the release of the annual provincial government work report by Liu Ning, the governor of Qinghai province.

GDP in West China's Qinghai province rose by 7.2 percent to 286.45 billion yuan ($41.76 billion) in 2018 and investment in fixed assets across the whole society saw a year-on-year increase of 7.3 percent. Total retail sales of consumer goods in 2018 increased 6.7 percent year-on-year.

The per capita disposable income of all residents in Qinghai climbed by 9.2 percent in 2018. The per capita disposable income of urban residents surpassed 30,000 yuan while that of rural residents exceeded 10,000 yuan. The growth rate of Qinghai's consumer price index in 2018 was under control at about 2.5 percent.

In 2018 Qinghai was a pioneer in the construction of medical treatment alliances, hierarchical diagnosis and treatment systems, and contracting services for family doctors.

It is expected that 12 impoverished counties, 526 impoverished villages and 176,000 impoverished people will move out of poverty.

The province has been accelerating its conversion of new and old kinetic energy as its new energy capacity reached 12 million kilowatt hours. Clean energy generation increased by 50.9 percent. The solar thermal power station in Delingha is the first of its kind in China to reflect sunlight to a central receiver to heat water and produce steam to power a turbine for generating electricity.

The conversion rate of processing agricultural and livestock products in Qinghai reached 56 percent and both tourist numbers and total tourism revenue increased by over 20 percent year-on-year.

Qinghai has made great progress in construction of ecological protection, as the naked carp population has grown 34-fold compared to the numbers in 2002. The populations of Tibetan antelopes, Chinese diagonal antelopes, snow leopards and white-lipped deer have also seen growth. A total of 270,667 hectares of green areas was afforested last year.

Infrastructure construction in Qinghai has gained great momentum. The Qilian Airport in Qilian county has been put into operation and a batch of key projects such as the construction of the Dunhuang-Golmud Railway and the renovation of the highway linking Xining and Ta'er Monastery were finished in 2018.

A total of 6,781 kilometers rural roads and 204 bridges bringing convenience to local residents have been renovated. On the Qinghai-Tibet Plateau, 300 beautiful villages have been established along with 16 beautiful cities and towns.

Forty-four enterprises above designated size and 1,010 micro, small and medium-sized enterprises were set up in Qinghai during the last year with overall investment of 75 billion yuan.

Qinghai has seen improvements in people's livelihood as 62,000 new job opportunities have been created and the urban registered unemployment rate has been under control at around 3 percent.

In 2019, Qinghai will help 77,000 low-income people out of poverty and all 17 counties and 170 villages with weak economies will be able to achieve designated standards of poverty alleviation.

Qinghai will keep building ecological safety barrier and promote green manufacturing and green life. Sanjiangyuan and Qilian Mountain scenic areas will be pilot areas for constructing national parks system.

The construction of a modern industrial system will be accelerated and traditional industries such as salt lake chemical, nonferrous metallurgy, energy and chemical industry and building materials will be renovated and improved. Qinghai will also give full play to new energies such as tot dry rock and shale gas, building a clean multi-energy complement system featuring resources such as water, wind, nuclear and heat.

Qinghai will keep developing digital economy and improve its technological innovation ability in 2019. Various kinds of preferential policies cutting taxes and administrative fees will be launched to reduce cost of companies.

Efforts will also be made in expanding effective demand, such as carrying out water conservancy construction, expanding industrial investment, developing modern service industry and boosting the prosperous of cultural and tourism industry in Qinghai.

Living environment of rural residents will be further improved as a measure to realize the comprehensive rural revitalization. A total of 1,000 villages and nomad settlements will be renovated.

In addition, Qinghai will improve integrated regional development including the Xining-Haidong city cluster. The regional urban function of cities such as Delingha, Yushu and Golmud will be further improved.
