Hebei Normal University originated from the Shuntian School established in Beijing in 1902 and the Beiyang Women Normal School built in Tianjin in 1906. In June 1996, the former Hebei Normal University was merged with three other colleges and established the current Hebei Normal University.

The university covers an area of 1,829 mu (121.93 hectares), and has a library collection of 3.03 million volumes.

By March 2019, the university had 21 departments and one independent college – Wenhua College. It offers 95 majors for bachelors, covering philosophy, economics, law, pedagogy, literature, history, engineering, agriculture, management and art.

One of the majors is a national key discipline, and 14 are provincial-level key disciplines. The majors – chemistry, and plant and animal sciences – entered the top 1 percent in the global rankings set by the Essential Science Indicators, also known as ESI, an authoritative analysis and evaluation tool for measuring scientific research performance.

It also hosts nine postdoctoral research stations, 11 doctoral degree programs for first-rank disciplines, one authorized doctoral degree specialty, 29 master's degree programs for first-rank disciplines, and 14 authorized master's degree specialties.

There are currently 23,692 full-time undergraduates and 4,638 postgraduates at the university, and 2,606 teaching and administrative staff members, of whom 431 own senior titles and 915 have sub-senior titles.

The university has undertaken a bunch of projects at ministerial or national level, including those by the Ministry of Science and Technology, the National Natural Science Foundation, and the National Social Science Fund. It won the second prize of the State Natural Science Award in 2010, the nation's highest honor for basic research, which is the first of its kind in the province.

Hebei Normal University has been expanding its cooperation and exchanges with overseas educational institutions in recent years. It has established long-term partnership with 87 universities and colleges in 23 countries and regions around the world.

It has set up three Confucius Institutes and one Confucius Classroom, and built one Sino-Portuguese bilingual high school, one overseas college, and two overseas preparatory colleges.

Volunteers of Chinese language teachers have been sent by the university to more than 20 countries. Every year, more than 600 foreign students from Russia, the United States, Italy, South Korea, and Pakistan come to study at the university.
