The history of Liaocheng University can be traced back to the teacher-training school of the former Shandong University, which was founded in 1902. In 1970, the school was moved to Liaocheng and a branch was set up in 1974. In 1981, the school was renamed Liaocheng Normal College and approved by the State Council. In 2002, it was given its present name under the approval of the Ministry of Education.
With two campuses, the university covers a combined floor area of more than 775,000 square meters, with the total value of teaching and research equipment reaching 490 million yuan ($71 million).
By April 2019, the university had 25 schools and departments and nine research institutes, with 98 majors for bachelor degrees, covering philosophy, economics, pedagogy, literature, history, science and engineering, agronomy, management, art and medicine. It also hosts 21 master's degree programs for first-rank disciplines, and eight authorized master's degree specialties.
The majors – chemistry and engineering – entered the top 1 percent in the global rankings set by the Essential Science Indicators, also known as ESI, an authoritative analysis and evaluation tool for measuring scientific research performance. The university also boasts four national characteristic disciplines and 10 provincial key disciplines.
Liaocheng University has been expanding its cooperation and exchanges with overseas educational institutions in recent years. It has established long-term exchange and cooperation relations with over 60 universities and colleges in more than 20 countries and regions around the world. It also cooperated with Philadelphia University in Jordan and the National University of Samoa to open Confucius Institutes.
