3.Construct high-level overseas economic and trade cooperation zones. Among the overseas economic and trade cooperation zones invested and constructed by enterprises in Wenzhou, the newly approved state-level and provincial-level ones will be rewarded with 2 million yuan and 1 million yuan respectively.

The overseas economic and trade cooperation zones jointly invested by enterprises in the city and the enterprises outside the city shall be rewarded according to the above-mentioned standards and the proportion of shares of the enterprises of the city. For overseas economic and trade cooperation zones constructed in the One Belt and One Road countries, the reward standard will rise by 10 percent.

4. Fully implement the market access negative list system. The city will ensure that all market players can legitimately and equally enter the industries, fields and businesses outside the negative list. Strictly implement the fair competition review system, while cleaning up and abolishing all regulations and practices that will hinder fair competition in the market. An optimized commercial registration system is to be implemented to reduce the number of business-related licenses by more than 50 percent. The start-up time will be reduced to 2.5 days. It will take only four days to open a business.
