Based on Wenzhou's overseas economic and trade service system, the city will launch more favorable policies on planning guides, funding guides and research and development (R&D) innovation support. It aims to build two new overseas economic and trade cooperation zones by 2020.

Taking advantage of leading multinational companies in the city, Wenzhou will support leading companies and eligible medium-sized and small enterprises to build production bases, research institutes, design centers and marketing networks in overseas countries, to foster a group of local transnational companies with global resources and the ability to participate in global chain division.
