Changchun, capital of Northeast China's Jilin province, was selected from over 300 candidate cities to be named among the "Top 20 Chinese Cities for Business Environment" at the 2025 Global Business Press Economic Forum held in Hong Kong.
This honor recognizes the city's remarkable progress in optimizing its business climate and reflects international acknowledgment of its governance efficiency and economic vitality.
In 2024, Changchun advanced reforms to simplify administrative procedures, promote complete digital registration for businesses, streamline approvals, and enable one-stop online services, reducing processing times for government services and licensing by over 80 percent, with more than half of all applications handled immediately.
Through its "10,000 government officials supporting 10,000 enterprises" initiative, Changchun has strengthened connections between businesses and government, resolving over 1,200 enterprise development issues in 2024.
The establishment of the Changchun Wisdom Legal District has also further enhanced intellectual property protection, with improved credit systems and digital platforms that have made business operations faster, fairer, and more predictable.
