North China's Shanxi province has introduced policies to promote urban-rural integration and construct livable and business-friendly beautiful villages, aiming to achieve new results in comprehensive rural vitalization.
The province will implement a people-centered new urbanization strategy, conduct county and township land space planning to coordinate spatial and resource allocation and promote the construction and sharing of urban and rural industries, infrastructure, and public services.
Shanxi will advance urban-rural water supply integration, scale up centralized water supplies, and standardize small-scale water supply systems. The province plans to build or upgrade 4,300 kilometers of rural roads, ensuring that grade three or higher roads connect all townships and that all villages with over 30 households have access to paved roads.
The province will build, renovate, or expand 100 boarding schools, improve the conditions of rural compulsory education schools, and maintain essential small-scale rural schools. Shanxi will also advance the construction of close-knit county medical communities, upgrade county-level healthcare integration, enhance the service capabilities of central township health centers, and promote the development of remote medical service systems.
The province will continue to improve the rural living environment, strengthen ecological governance in rural areas, and accelerate the development of green and low-carbon agriculture. Specific measures include advancing the "Clear Water into the Yellow River" ecological protection project and promoting the continuous reduction of fertilizer and pesticide use.
