Since February 2021, the express delivery industry in Hainan has received and sent more than 1 million duty-free express parcels, serving an average of 100,000 duty-free shopping consumers per month.

The General Administration of Customs and the State Administration of Taxation jointly issued an announcement on Feb 2, 2021 to increase the duty-free shopping and pick-up methods for Hainan outlying island passengers, with outlying island travelers able to choose to pick up the goods by mail when purchasing duty-free items.

Over the past year, Haikou, Sanya, and Qionghai have shown growth in the duty-free delivery business volume. Among them, the growth of Sanya's mailing volume has been increasing rapidly.

The continuous optimization of the duty-free policy and promotional activities during holidays have increased the demand for goods delivery, driving the rapid growth of the express delivery business.

Local express enterprises have opened a full-freighter air route, in which duty-free goods can reach 45 key cities across the country on the next day and 158 cities on the third day after. In addition, a comprehensive after-sales service mechanism has been established.

In order to ensure safe delivery and to protect consumers' rights, the Hainan Provincial Postal Administration has established a service security system for offshore duty-free shopping delivery.
