The department of finance and the department of civil affairs of Southwest China's Guizhou province recently issued 3.1 billion yuan ($435.56 million) of subsidies for low-income people.

By doing so, the total central and provincial subsidy issued has been brought up to 9.65 billion yuan, which is 1.22 billion yuan more than last year, an increase of 14.4 percent.

The subsidy aims to provide a basic living guarantee for subsistence allowance recipients, the impoverished, emergency assistance recipients, vagrants, beggars and orphans.

Guizhou has doubled the temporary subsidy from March to June, and is asking government departments at all levels to provide targeted assistance for people in need by optimizing capital structures, preparing the budget scientifically, increasing effective capital supply, and enhancing the planning functions of county-level government departments.
