Founded in Beijing in 1951, North China University of Water Resources and Electric Power was moved to Hebei in 1969. Two years later, it was renamed Hebei University of Water Resources and Electric Engineering, and in 1990 settled in Zhengzhou, Henan province. In 2013, it was given its current name.

Covering floor space of 156 hectares, the university has two campuses, Huayuan and Longzihu, and is jointly supported by the Ministry of Water Resources and Henan provincial government.

Over 67 years of development, it has grown into a multidiscipline university with a complete discipline system, which includes engineering, science, management, agronomy, economics, literature, law and art. The university currently has 23 teaching departments, and 98 research institutions, which offer 66 majors for undergraduates. There are 14 provincial first-level key disciplines, three first-level disciplines for doctoral degrees, and 19 for master's degrees.

The university has more than 32,000 students, and 2,300 faculty members, among whom 1,600 are full-time teachers, 230 with senior professional titles, 680 with doctoral degrees. There are three scholars who are enlisted in the National Hundred, Thousand and Ten Thousand Talents Project, and three National Model Teachers.

In the past five years, the university has undertaken more than 2,300 scientific research projects, including 123 projects of the National Natural Science Foundation and National Social Science Fund. It also has published over 3,100 academic papers, of which some 2,000 were listed in the Scientific Citation Index and the Social Sciences Citation Index.

The university's foreign student education has actively promoted international communication and cooperation since 1959, and established in-depth partnerships with many internationally renowned colleges and universities in Russia, France, Australia and South Korea.
