Ningxia has three competitive edges in developing the information technology industry. First, it has abundant low-priced electricity. It also has facilities for different levels of voltage, providing easy access to direct electricity supply. Second, Ningxia has mild temperatures. Its annual average temperature is 30 percent lower than that of Beijing, Shanghai and Guangzhou, which means that it can use natural wind for cooling and reduce energy consumption. Third, Ningxia has rich land resources. The Zhongwei Plain, in particular, is suitable for building a super-large data center, with its vast, flat surface and stable geological structure.
