Beibu Gulf cities deeply involved in China-ASEAN cooperation

Promote the upgrading of economic and trade cooperation

The government will strive to develop general trade and service trade, and accelerate the development of processing trade and new types of trade. The new mode of "Two Countries, One Inspection" in customs clearance is expected to be popularized, and cooperation and exchanges in entry and exit quarantine and inspection will be strengthened, with the aim to improve the facilitation of customs clearance to significantly reduce costs and improve efficiency. The government will expand the import of agricultural and forestry and other characteristic products of members of the Association of Southeast Asian Nations (ASEAN), and also promote the export of products in the fields of mechanical and electrical, steel, building materials, electronic information, and aquatic and marine.

The government will actively cooperate in the area of international production capacity, and cultivate a series of international staple commodities markets for rubber and forestry products, with the aim of setting up a key import and export base for China and ASEAN countries. By taking advantage of domestic and foreign characteristic resources, the government plans to advance the export processing industry, and a number of export processing bases will be built in the region in order to create a cross-border industrial chain and a logistics supply chain.

At the same time, it will introduce some regional corporate headquarters, international cooperative organizations, and international intermediary service agencies to create an economic and trade service base for ASEAN.

Boost regional finance reform and innovation

The government will support direct trading between the Chinese yuan and ASEAN currencies in the interbank foreign exchange market, and give permission to those with relatively weak market foundations to conduct regional trading in the Beibu Gulf area in order to strengthen the
application of China-ASEAN currency index, as well as accelerate the development of border and cross-border finance.

Deepen cooperation in scientific and technological innovation

Focusing on some key technical fields such as information, marine, high-speed rail and agriculture, the government will introduce new measures to promote innovative models of scientific and technological cooperation with foreign countries, expand cooperation with ASEAN countries in science and technology, and jointly establish research and development institutions, demonstration zones and united laboratories as well as the China-ASEAN Technology Transfer Center to promote the development of two-way technology transfers and the commercialization of research findings.

Both sides will join hands to carry out marine comprehensive investigation and research into the 21st Century Maritime Silk Road. Moreover, the government will offer support and encouragement to domestic scientific research institutions and innovative platforms to set up branches overseas.

Expand cultural and educational exchanges

The government will take the inheritance and protection of Luoyue culture as a bond to carry out cultural and educational exchanges at various levels to expand cooperation and exchanges between China and countries along the 21st Century Maritime Silk Road.

More high-level talents in all fields will be introduced and cultivated to forge an international highland of talents for ASEAN countries. Educational and academic communication and exchanges will be further enhanced, and an upgraded version of the China-ASEAN Double 100,000 plan will be fully implemented, with the aim of further enhancing people-to-people ties with education.

Finally, the government is expected to attract more countries to set up consulates and commercial offices in the Beibu Gulf cities to carry out city diplomacy.
