Hebei University (HBU) was first built as an industrial and commercial college in Tianjin by the French Catholic Society of Jesus in 1921. In 1960, it was converted into a comprehensive university and renamed Hebei University. In 1970, the university was moved to Baoding, a nationally famous historical and cultural city in North China's Hebei province.

The university is jointly managed by the Ministry of Education and the Hebei Provincial Government.

Covering a total area of 2,430 mu (162 hectares), the university is composed of three campuses and has fixed assets valued at 3.2 billion yuan ($462.5 million).

By November 2018, the university had 94 majors for bachelor degrees, covering philosophy, economics, law, pedagogy, literature, history, engineering, agriculture, medicine, management and art. One of the majors is a State-level key discipline, and 18 are provincial key disciplines.

It also hosts eight postdoctoral research stations, 15 doctoral degree programs for first-rank disciplines, 46 master's degree programs for first-rank disciplines, and 30 authorized master's degree specialties.

The independent Industrial and Commercial College of Hebei University has 59 majors for postgraduates.

There are about 42,000 full-time students at the university, and 3,278 teaching and administrative staff members, including 67 enjoying the governmental special allowance awarded by the State Council and 342 prominent teachers at ministerial or provincial level.

The university has been promoting its international communication and cooperation in recent years, and so far has established cooperative relationships with more than 100 universities and colleges around the world.

It built up the HBU-UCLan School of Media, Communications and Creative Industries by collaborating with the University of Central Lancashire in the United Kingdom. It also set up Chinese language teaching centers in Russia and Malaysia, and hosted Confucius institutes at the Pontifical Catholic University of Rio de Janeiro in Brazil, the Xavier University of Louisiana in the United States, and the University of Nouakchott in Mauritania.

HBU is the first university in Hebei province to qualify to admit Chinese Government Scholarship students. It has trained more than 3,000 doctoral, master's and bachelor's students from over 90 countries and regions.
