The forum, which revolved around the theme of "health, cooperation, innovation, and sharing - to construct an innovative, cooperative, and sharing medical platform under the SCO framework," was attended by SCO government officials, elite businessmen, and scholars, as well as representatives from the Philippines and Ukraine.

As stated in the proclamation, wide consensus was reached on issues related to disaster relief, disease prevention and control, medical services, health management, medical staff exchanges, medical education, and scientific research.
