Dezhou University, founded in 1971, went through three periods: a normal specialized post-secondary college, a junior college and a university. In 2000, the school started its undergraduate education under the approval of the Ministry of Education, becoming a milestone in the history of Dezhou city's higher education.

Covering a combined floor area of 667,000 square meters, the university boasts a teaching and research equipment with a total value of 204 million yuan ($29.57 million).

By January 2019, the university had 24 schools and departments, and three research institutes, offering 71 majors for bachelor degrees, covering economics, law, pedagogy, literature, art, history, science and engineering, agronomy, medicine and management.

Being a provincial joint training base for postgraduates since 2009, the university has been allowed to recruit postgraduates majoring in modern and contemporary Chinese literature, atomic and molecular physics, microbiology and chemical engineering together with Shandong Normal University and Qingdao University of Science and Technology.

In recent years, the university has been expanding its cooperation and exchanges with overseas educational institutions. To date, it has reached cooperation with 57 colleges and universities in 17 countries and regions around the country, including the United States, Britain, Russia, Australia, South Korea, Poland, Malaysia, and the Philippines.

It also sets up overseas practice and training bases at Thailand's Dhurakij Pundit University and Krirk University. By cooperating with Belgorod State University in Russia, it founded the Chinese Language and Culture Center and held winter camps for overseas Chinese youth to do study tours in China.
