According to media reports, local authorities in Manzhouli, a city in North China's Inner Mongolia autonomous region, visited some local Western restaurants to explain China's economic situation, preferential tax policies, and tax laws to businessmen from Russia, Mongolia, and other countries using the businessmen's respective native languages.

In order to create a better taxation environment in Manzhouli, authorities have employed various forms of propaganda to promote and explain China's tax policies.

Manzhouli authorities are also utilizing new media to educate people about tax policies and are selecting employees who are proficient in Russian and Mongolian to explain tax laws to foreign trade enterprises. They are also holding regular international tax seminars, conducting research and discussions on international taxes, holding special tax policy interpretation seminars for Russian and Mongolian businessmen, and more.
