Expert opinions on how to develop Greater Bay Area into a talent highland

The outline development plan for the Guangdong-Hong Kong-Macao Greater Bay Area was unveiled by Chinese authorities on Feb 18, proposing developing the region into a highland for talent. Experts have been airing their opinions on the matter.

Wu Jiang, former president of the Chinese Academy of Personnel Science and the specially invited expert from the Central Coordination Group for Talent Work, said that the major cities in the Greater Bay Area should establish a cooperation alliance to promote the integration of talent development in the area.

"The integrated development of talents can optimize the market allocation of human resources," Wu said, adding that relevant talent policies could also help to improve the investment and living environment of member cities of the Greater Bay Area.

To attract and retain talents to boost the construction of the Greater Bay Area, the first step is to improve supporting policies, according to Lin Zhiying, a Chinese People's Political Consultative Conference (CPPCC) National Committee member and chairman of China Future Investment Group Co.

Lin took Hong Kong youths as an example. "Many of Hong Kong youths aged 18 to 35 years old want to start their own businesses," Lin said. "To attract these people to settle in the cities in the Pearl River Delta region, problems of travel, insurance, dwelling and recognition of educational qualifications should be solved."
