The opinions document also listed five major tasks: building a hydrogen energy equipment manufacturing base, encouraging hydrogen energy technology innovation and research, promoting hydrogen energy demonstration and application, constructing a hydrogen energy industry innovation collaboration platform, introducing and cultivating hydrogen energy leading enterprises.

Specifically, it will focus on hydrogen production, transport and storage, hydrogenation, and ceating a fuel cell industry chain, with Jiangbei district as the core area. Construction of demonstration hydrogen refueling stations in Beilun district will begin to explore and promote applications such as fuel cell buses, logistics vehicles, port collection trucks and forklifts. 

Ningbo's well-developed petrochemical industry can provide abundant hydrogen for the development of a hydrogen energy industry. According to the government, the hydrogen consumption of a hydrogen fuel cell passenger car is one kilogram per 100 kilometers. So far, Ningbo is capable of providing hydrogen energy to support about 21.15 million hydrogen fuel cell passenger cars.
