Guiyang, capital of Guizhou province, has been developing its Measures to Accelerate Development of the Modern Logistics Industry and working on several key projects for the past several years, leading to marked improvements in the logistics industry and related services.
The city is pressing ahead with the construction of two large-scale logistics hubs, the first being Gaimao International Container Logistics Park located near the Gaimao Railway Freight Transport Center. This park relies on railway container transport, storage and distribution as its main source of business.
The second hub is Longdongbao Internatinal Aviation Logistics Park based at Longdongbao International Airport, which specializes in air transport, storage and distribution.
Guiyang has also accelerated development in the Guiyang Free Trade Zone, Gaimao Land Port and Longdongbao Air Harbour. It has bolstered the wholesale market in order to facilitate the flow of goods and also promotes the development of a cold chain logistics system for agricultural products.
Guiyang has gone to great efforts to build the "One Ring, Three Belts" logistics zones, "One Ring" referring to a ring expressway logistics zone and "Three Belts" referring to a northern logistic belt centered around Zhazuo Logistics Park, a southwestern logistic belt centered around Sanqiao and Qingzhen logistics center and a southeastern logistic belt centered around Ergezhai Logistics Park.
Measures to Accelerate the Development of the Modern Logistics Industry includes:
1. Key municipal logistics projects will enjoy reduced infrastructure fees and interest-free loans. Local government will provide infrastructure for water, electricity and roads.
2. Companies located within the logistics park will have 50 percent of their business tax serve as a subsidy during the first three years of operation.
3. Key logistics companies in the city will have their business tax be levied with business turnover as their total revenue minus transportation expenses.
4. When industrial and commercial enterprises entrust their logistics business to a third-party logistics company through bidding, the financial department will offer a subsidy to the entrusting enterprises with an annual subsidy not exceeding 500,000 yuan ($79,100) for a max of two years.
5. Newly established logistics companies capable of independent accounting will have 60 percent of their business income tax awarded back to them for their first year producing a net profit.
