Guiyang, capital of Guizhou province, is one of 37 national comprehensive reform pilot areas of service industry across China. Guiyang is speeding up the development of producer services, actively developing life-based service industries, and vigorously developing exhibitions, finance, trade service, culture and other emerging service industries. These recent leaps in progress for the city mark it as an important business and trade center, financing center and the "Summer Convention and Exhibition City".

The city aims to build the Guiyang International Financial Center, speed up the development of Guiyang Bank and Guiyang Rural Commercial Bank, capitalizing on the full coverage received from rural banks in its counties. Guiyang also supports the development of non-bank financial institutions such as securities, insurance, trusts and fund management companies.

Guiyang will give one-off financial subsidies to well-known domestic and foreign financial enterprises which set up branches and offices in the city. A nationwide joint-stock financial enterprise can receive a subsidy of 2 million yuan ($300,910) when it sets up a branch in Guiyang, while a regional commercial bank will be subsidized with 1 million yuan.
