Since May 1, 2018, the province has implemented a new policy that allows individuals from 59 countries to visit Hainan for 30 days visa-free, as long as they book their tour through travel agencies.

New favorable policies
The preferential policies on housing for talents were first laid out in June 2018 by the provincial government, in which it decided to offer highly qualified individuals an apartment for free, a move considered a very appealing and powerful measure.
Excellent foreign students with a master's degree or above from Chinese universities will be allowed to find jobs and start businesses in Hainan and work permits will be granted.
Wholly foreign-owned human resources service institutions will be allowed to set up headquarters or branches in Hainan province, according to a document newly released by the Ministry of Human Resources and Social Security.
The ministry will also support Hainan to open opportunities for public recruitment by government-affiliated institutions to residents from Hong Kong, Macao and Taiwan, and guide Hainan to formulate and promulgate policies and measures for recruiting and managing foreigners in public institutions.
Talent introduction plans
Currently, the major challenge facing the transformation of Hainan into a center of international tourism is the shortage of internationalized products and services that cater to the demands of overseas visitors. As a result, there are plenty of opportunities for expats engaged in different walks of life.
Hainan will grant permanent residence rights to top-tier overseas talented people under a recruitment action plan announced by the Hainan provincial government.
Overseas talent of lower levels can apply for entry visas with a work permit and overseas Chinese can apply for a five-year residence permit under the relevant rules, according to the talent recruitment action plan.
Foreign students who receive master's degrees or higher from Chinese universities are encouraged to work and run businesses on the island. A green channel will be open, allowing them to send their legal income from Hainan overseas.
