IV. Functions and legal basis of legal publicity and education

According to the Notice of the General Office of the State Council on Issuing the Provisions on the Main Functions,Internal Bodies and Staffing of the Ministry of Justice (No.64 [2008] of the General Office of the State Council) issued in 2008, the Department of Legal Publicity performs the following functions:

1. Working out and implementing the plans for the publicity and education on law among the public;

2. Guiding and inspecting the legal publicity work and the work of administration by law;

3. Organizing and guiding the publicity of legal knowledge in China and in foreign countries and in Taiwan, Hong Kong and Macao.

The Department of Legal Publicity is also responsible for the operation of the Chinese and English websites of China Legal Publicity as well as its microblog, WeChat and App. Moreover, the department undertakes the daily operation of the Council of the All-China Legal Journalists’ Association and participates in the relevant work of the inter-ministerial joint meetings on special administration projects.

Legal Basis: The Seventh Five-Year Plan (2016-2020) for Legal Publicity and Education among the Public drafted by the Publicity Department of the CPC Central Committee and the MOJ and approved and forwarded by the CPC Central Committee and the State Council.

The Resolution on Carrying out the Seventh Five-Year Plan for Legal Publicity and Education adopted at the 20th Meeting of the Standing Committee of the 12th National People's Congress.

The regulatory documents such as the Opinions on Improving the System of State Functionaries Studying and Using the Law issued by the Organization Department and the Publicity Department of the CPC Central Committee, the MOJ, the Ministry of Human Resources and Social Security.
