III. The history of legal publicity and education

Legal publicity and education has always been one of the major functions of the Ministry of Justice (MOJ). As early as in 1949 when the MOJ was founded, the Department of Legal Publicity is established.

In 1979, after the restoration of the MOJ, which reassumed the responsibility of legal publicity and education, the Department of Legal Publicity was also restored. In November 1985, the CPC Central Committee and the State Council approved and forwarded the Five-Year Plan to Acquaint Citizens with Basic Knowledge of Law by the Publicity Department of the CPC Central Committee and the MOJ for distribution, and the Standing Committee of the National People's Congress adopted the Resolution on Acquainting Citizens with Basic Knowledge of Law, which opened the great pioneering chapter of law popularization in china.

Every 5 years since then, the CPC Central Committee and the State Council issue a special notice and forward the Five-Year Plan for legal publicity and education drafted by the Publicity Department of the CPC Central Committee and the MOJ, and the Standing Committee of the National People's Congress (NPC) issued the resolution on legal publicity and education.

In order to strengthen the organization and guidance on law popularization, in 1992, the Publicity Department of the CPC Central Committee and the Ministry of Justice jointly set up the National Law Popularization Office headed by the Minister of Justice and the Vice Ministers of the Publicity Department of the CPC Central Committee and the MOJ. The MOJ undertake the daily operation of the office.

Up to date, China has implemented six five-year plans for law popularization. Popularizing the law among citizens has become an important basis for the comprehensive rule of law and the socialist legal system with China characteristics and the Constitution as the center has been widely publicized. Public cadres and other focus groups have learned and applied the laws in greater depth and administration in accordance with the law has been enforced in a multi-level and multi-area manner.

The infrastructure of legal publicity and education has also been constantly improved. In 2016, approved by the CPC central committee, the seventh five-year plan for law popularization was officially implemented.

In May 2016, the Publicity Department of the CPC Central Committee and the MOJ jointly held the eighth National Conference on Legal Publicity and Education, and the seventh five-year plan for law popularization was carried out vigorously throughout the country.
