The museum is located in Xinxian, one of the counties known as the cradles of military generals in southern Henan province. It was founded in 1984 to commemorate the local Soviet regime under the command of the Chinese Soviet Republic (capital in Ruijin, Jiangxi province, 1931-1937), established in the cross-border region of Hubei, Henan, and Anhui provinces as a regional revolutionary base by the Chinese Communist Party in 1930. Xinxian county was set as the capital of the regional Soviet regime. Reviewing the history of the Hubei-Henan-Anhui Soviet regime, the basic design of the museum is in four parts. The first features the establishment of the Soviet regime’s region. The second part details the designation of Xinji (currently downtown Xinxian county) as its capital, the battles against the Kuomintang army's encirclement campaigns, and the ensuing war against the Kuomintang army until the liberation of China occurred. The third and fourth parts provide more displays about the revolutionary war and local people’s contributions

Highlights of the permanent collection include a piece of wall bearing the land act draft implemented in the Hubei-Henan-Anhui Soviet, a pistol receipt drawn up by the Huang'an-Macheng guerrilla headquarters, the blood-stained Party identity card of the one-armed general Chen Bo (1908-2009), paper money printed by the Chinese Soviet Republic and circulated in its revolution base areas, and a training plane captured from the Kuomintang air force which was renamed "Liening" after the Soviet communist leader Vladimir Lenin.
