More than 30 residents of Changsha from Hong Kong, Macao, and Taiwan applied for new permit cards on Sept 1, the first day they were available.

According to the State Council Information Office, citizens of Hong Kong, Macao, and Taiwan who have lived on the Chinese mainland for longer than six months are able to apply for mainland residence permits to improve their access to public services.

Under the new policy, applicants who have stable jobs and accommodation or who are studying on the mainland can apply at local security bureaus with their mainland travel permit cards and related materials and get a mainland residence permit in about 20-30 working days. Those under the age of 16 may apply for the permit via their registered guardians.

The permit card, which can be read automatically at electronic terminal devices in places such as railway stations, airports, and banks, will make studying, working, and living on the mainland easier. Card holders will enjoy the same rights and basic public services as locals, including things related to public transportation, finance, consumption, fertility, etc.

Chen Jinlong, a Taiwanese man who has worked in Changsha for three years, said that with the new residence card, he can finally buy a house in Changsha. His wife also has a job in Changsha, and his son will come to the city after graduation. He is excited to reunite with his family in Changsha in the near future.

Hunan province has set up 131 offices where eligible citizens of Hong Kong, Macao, and Taiwan can apply for the new permit, among which 10 are in Changsha. Those who want to learn more can go to a reception hall of population or exit and entry management department at any of ten branches of the Changsha Public Security Bureau.
