Binhai lures talents with hukou

Tianjin's Binhai New Area recently announced that certain talents that have been recruited by qualified enterprises can live in Tianjin as permanent residents with hukou, or local urban permanent household registration.

According to the detailed rules, the involved enterprises are known as "leading enterprises" of strategic emerging industries and in this circumstance, it relates to artificial intelligence, biomedicine, new energy and materials, information technology, aerospace, high-end equipment manufacturing, energy conservation and environmental protection, and high-tech services.

The last but not least, these leading enterprises must be admitted by national authorities. To be specific, there currently are six kinds of enterprises documented on the list.

I.Enterprise recognized by the Ministry of Industry and Information, the market share of which tops the global rankings.

II.Enterprise recognized by the National Development and Reform Commission that owns proprietary intellectual property rights and renowned brands.

III.Recognized by the Ministry of Human Resources and Social Security, enterprises that are run by overseas returnee with sales growth of not less than 30 percent in the last two years.

IV.Recognized by Municipal Science and Technology Commission, the main business income of the enterprise was over 500 million yuan ($78 million) during the previous year and puts no less than three percent into R&D annually.

V.Recognized by Municipal Science and Technology Commission, the guiding technology of the enterprise ranks on the top three in the country and the annual growth of its main business income is not less than 15 percent.

VI.Enterprise founded by top talents, namely, Nobel Prize winners, or academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering.
