Changsha National High-Tech Industrial Development Zone was founded in 1988 and was approved by the State Council as one of the national high-tech zones among the first batch in 1991. Total planned area of CSHTZ is 18.6 square kilometers and it consisted of city proper area and Yuelu Mountain new area. In 1997, as approved by the original National Science Committee, it was adjusted as One Zone and Four Parks (Yuelu Mountain Hi-Tech Park, Xingsha Industrial Hi-Tech Park, Longping Agricultural Hi-Tech Park, Broad Hi-Tech Park and City Proper Policy District), in which Yuelu Mountain Hi-Tech Park (also called Lu Valley) is a core park directly managed by CSHTZ. Controlled overall plan area of Lu Valley is 80 square kilometers and up to now 15 square kilometers are of development scale.
In 2007, the One Zone and Four Parks of CSHTZ for the first time accomplished revenue of over Rmb 100 billion in technology, industry and trade, and total income of Yuelu Mountain Hi-Tech Park exceeded Rmb 50 billion, a 25% increase versus previous year. Direct administrational scope of CSHTZ achieved a total output value of Rmb 30 billion, an increase of 41.1%; and total financial income of Rmb 1.521 billion, an increase of 31.6%, and general budget revenue of Rmb 615 million, an increase of 33.2%. Technological, industrial and trading income doubled in 3 years and financial income doubled in 2 years.

1. Ten Industrial Bases
There are 10 national level industrial bases in CSHTZ, namely National Torch Plans Software Base, National New Material Transformation and Industrialization Base, National Torch Plans Hunan Sensor Technology Base, National Software Industry Base, (Hunan) National Center for Developing Animation, Cartoon and Game Industry, National Hi-tech Research Achievements Transformation and Industrialization Base, National Hi-tech Product Export Base, National Scientific Trading and Export Innovation Base, National Housing Industrialization Demonstrative Base and National Service Co-packing Demonstrative Park.
2. Four Industrial Groups
Advanced Manufacturing Industry - includes key enterprises like Zoomlion, Foretide, Toyodenki, Huda Haijie, Hunan Sanjia, Hunan Nonferrous Heavy Machinery, Jiangnan Machinery, Changtian International Engineering and etc.; and it is an important R&D, production and sales center for engineering machinery in China.
Electronic Information Industry - includes key enterprises like Motorola, Cisco, Nokia, Copote, Great Wall, Digital China, Sunchime Cartoon and etc., and more than 70% of software enterprises of the Province are assembled here, accounting for over 50% of genuine animation and cartoon production in China.
New Material Industry – includes key enterprises like Boyun New Material, Jinrui Science, Shanshan Science and etc.; output and market share of battery materials such as manganic manganous oxide and nickel hydroxide rank top in the country; output and sales volume of lithium cobalt oxide ranks the third in the world.
Biological & Pharmaceutics Industry – includes key enterprise like Huilin LifeTech Co., Ltd. - the only one to own critical technology in embryo resources and stem cell research fields in China, Double Crane Pharmaceutics, Jiuzhitang and etc. and is the core base of pharmaceutical R&D, production, logistics and distribution in Hunan Province.
Consummate Innovation System
1. Talents for Innovation
13 academicians including Yuan Longping and Huang Boyun and a group of specialists and scholars are leading the industrialization process of scientific research achievements in CSHTZ. There are about 300 associated R&D institutions, 14 national or provincial level engineering technology centers, 17 corporate post-doctoral research stations and 15.2K R&D personnel, accounting for 15.9% of the total staff.
2. Incubation Platform of Entrepreneurs
Software Park, University Science Park, Entrepreneur Park and private-owned incubators such as Oak Park and Jinrong Small andMedium Size Enterprise Park are developing continuously and total incubation area reaches 300K sqm. Central South Universityand Hunan University establish industrialization and R&D bases in Lu Valley.
3. Innovative Service System
30 independent innovation policies are established in CSHTZ and supporting service policies covering five systems and eight areas are also released. CSHTZ set up special innovation fund of Rmb 30 million every year to support technological innovation of companies. Lu Valley Venture Capital Company is established here and 28 financing and venture capital companies are registered with total registered capital of Rmb 1.7 billion. More than 140 agencies are developed in CSHTZ.
4. Innovation Achievements
Companies in CSHTZ have accumulatively developed more than 1500 hi-tech products and projects and 92% of them are of independent intellectual properties. More than 300 projects are listed in national and provincial Torch Plans, more than 50 projects are key innovative projects supported by the State and more than 20 projects are included in the national 863 Program. A group of innovative companies of independent innovation capabilities, independent intellectual properties and independent brands are established here.
High Efficient Investment Services
Investment Service Center is established at CSHTZ and all administrational approval procedures are centralized in the Government Affairs Hall where One-Stop services are provided. CSHTZ pushes four systems of open government affairs, committed service, completion in limited timeline and trace of liabilities and in the meantime, there are relevant agencies such as public accountants, auditors, assessment and law firms to provide companies with various kinds of services. CSHTZ tries to build a standardized service zone with “Low Cost, High Efficiency, Non-obstacle” investment environment and provide quality and high efficient services to companies.
