Party outlines steps to build an even better Zhuhai

The CPC Municipal Committee of Zhuhai is aiming for a broad range of significant improvements this year in 13 categories specified in the 2018 Zhuhai Work Focus for Comprehensively Deepening Reforms.

They cover the economy, administration, rural issues, democracy and rule of law, culture, society, major livelihood matters, ecology, building Party, and discipline.

Out of 47 reforms in progress, 13 were given priority in a timetable to ensure a smooth process. Targeted for acceleration, improvement, and greater attention are:

1. A "1+6" reform initiative

2. Reform, development, and integration of Hengqin New Area, Hongwan, and the Zhuhai Free Trade Zone

3. Construction and management of social investment projects in the Guangdong Pilot FTZ Hengqin Area; management mechanism for government-invested projects

4. Systems and mechanisms to centralize resources into high-quality enterprises and products

5. Building a "Digital Government"

6. Delegating power, streamlining administration, and perfecting government services

7. Rural village revitalization; development of the Lingnan Earth Eco-Resort National Rural Complex pilot project in Doumen District

8. A foundation for urban social governance

9. Provincial special pilot reform for a balanced allocation of basic education resources

10. Provincial special pilot reform of salary systems within public hospitals

11. A green development related to the Gross Ecosystem Production (GEP) index

12. Institutional mechanisms for personnel (talent) development

13. Pilot projects to improve supervision systems
