Safer and more-efficient fishing boat harbors will arise in Zhuhai by 2025 after three phases of development. Projected are an improved storm haven at Wanzai and outstanding anchorages at Hongwan (for demonstration) and other fishing ports.

The recently approved Zhuhai Modern Fishing Harbor Construction Plan (2016-25) calls for reconstruction, expansion, and upgrading of the ports to shelter boats and provide comprehensive services.

Hongwan Fishing Port in Nanping is situated between Zhuhai's East and West wings. It will become the model harbor for a modern fisheries economy. The port will focus on logistic supplies, shipbuilding, international aquatic products trade, deep processing, cold chain storage and distribution, and transportation. Marine technology R&D will also be carried out, with fishery culture, leisure travel, and vacationing to supplement the industries.

Meanwhile, Wanshan Fishing Harbor in the Marine Development Experimental Zone will hold Grade-II status. Tianshenghe in Baijiao Town of Doumen District, Chiyutou in Nanshui Town of the Gaolan Port Economic Zone, and Guishan Island fishing ports are to achieve Grade-III standards.

The first year plan is to create a solid foundation for rapid construction throughout the next three years. Various construction methods will be used depending on the function of a particular harbor. The objective is a rational layout, comprehensive functionality, sound management, and favorable environment. The new system is expected to adequately shelter both local and out-of-town boats from strong winds.

The period from 2021 to 2025 is reserved for further enhancements.

Zhuhai has long emphasized the importance of fisheries. Improved port infrastructure has boosted the development of coastal fishing villages. Significant progress has been made in terms of quality of life for fishers, protection from typhoons and other disasters, and fishery-related law enforcement and protection of rights.
