New policies attract high-level foreign talents to Changchun New Area

To meet the demands of innovative and entrepreneurial enterprises in Changchun New Area in need of high level talents, the Department of Public Security of Jilin Province introduced seven exit and entry policies on Dec 12.

The policies are as follows:

Foreigners recognized as high-level foreign talents and their spouses and minor children can directly apply for permanent residence in China with the approval of the administrative committee of Changchun New Area.

Foreigners who have worked in Changchun New Area for four successive years and have permanent places to live and actually lived in China for no less than six months every year with annual income from wages and income taxes reaching to related standards can apply for permanent residence in China after being recommended by their employers. Their spouses and minor children can also apply for permanent residence.

Chinese who have foreign nationalities and a doctoral degree or above and have worked in Changchun New Area or those who have worked in the Area for four successive years and actually lived in China for no less than six months every year can apply for permanent residence in China.

Chinese with foreign nationalities who come to Changchun New Area to visit their relatives, discuss business, carry out communication activities on science, education, culture and health or handle personal affairs can obtain a valid five-year multiple exit and entry visa. Those having to stay for a long term due to work, study, family visits and personal affairs can obtain residence permits with validity terms of no more than five years.

Foreign students who are willing to start their own innovative businesses in China can apply for residence permits for personal affairs with validity terms of two to five years by submitting their post-graduate diplomas to conduct field work and innovative and entrepreneurial activity. During this period, if hired by local employers, they can obtain residence permits for working. Those who come to China under the invitation of enterprises recorded in the entry-exit administrative body of provincial public security authorities can apply for a short-term visa for personal affairs at the ports of entry. Those with other kinds of visas can change their visas into a short-term visa for personal affairs.

Foreigners working in Changchun New Area who apply for residence permits for the third time after having had two previous residence permits for work purposes with no record of any breach of laws or regulations can obtain a residence permit for work purposes with a validity term of no more than five years.

Foreign technical personnel and senior management personnel hired by enterprises in Changchun New Area can apply for a work visa at ports of entry with completed work permits. Those unable to obtain work permits can apply for a talent visa with written invitations from their employers.

Liu Peizhu, deputy secretary of the Party committee and executive vice director of the Department of Public Security of Jilin Province said that the police are determined to continue to provide first class services for foreign talents in China. Jilin also continues to welcome more high-level talents and entrepreneurs and innovators.
