Zhuhai to transfer more authority to district-levels

Forty-five city-level administrative powers will be transferred to district-level government departments this year, according to a reform program led by the Zhuhai Municipal Party Committee Reform Office.

The move is intended to expand district powers in investment and construction, help them to solve their own affairs, promote development, and increase efficiency.

Among the 45 powers, 23 are transferred to districts and industrial zones, and 21 are specially decentralized to boost Xiangzhou District economic and social development. The work is to be fully implemented by the year's end.

The focus of decentralization in Xiangzhou is transformation and upgrade of industrial parks and old industrial and economic zones. In Jinwan and Doumen districts, corresponding extent of authority concerning development and construction of the West Wing Eco-New Town will be decentralized. Moreover, full coverage of approval agencies for implementing and managing investment projects will be prioritized in accordance with the development demands of industrial and economic zones.

This is the third administrative power decentralization following those in 2015 and 2016. Zhuhai transferred 182 city-level powers to districts in 2015, covering enterprise registration, land usage and approval, urban construction, and market management. Last year, the city passed another 182 administrative licensings, penalty and verification powers to 13 municipal government departments such as the Zhuhai Education Bureau and Zhuhai Bureau of Land & Resources. The number of city-level administrative powers to have been decentralized has reached 409.
