The Shenzhen Social Welfare Center wasestablished in September 1992. It is located at No. 26 Meilin Road, Futian District, Shenzhen. The building area is approximately 19,000 square meters, and there are 200 children's beds.
The new site (first phase) is located on the northern side of Guanguang Road, Longhua District, Shenzhen. It has a total construction area of 44,460 square meters, with 700 children's beds and 300 old-age beds.

The welfare center consists of two institutions, the Rehabilitation Hospital and the Senior Citizens' Nursing Home. It is the only municipal comprehensive social welfare institution in Shenzhen, which integrates the services of fostering orphaned and disabled children, providing for the aged, rehabilitation and basic medical services.
The Shenzhen Social Welfare Center undertakes three major tasks. First, it implements comprehensive management services for abandoned babies and orphaned and disabled children in Bao'an and Longgang districts in Shenzhen.
Secondly, the center provides living places for some elderly widows in the city and elderly residents who lack access to family care. Moreover, the center also provides them with life care, rehabilitation medical care and recreational activities.
Thirdly, the center is a research center for the rehabilitation of children and the elderly, nursing skills, psychology and special education, and a place for exchange activities with external welfare agencies and social workers.
Child welfare
The children's beds in the new site of Guanguang Road are mainly for orphaned and disabled children aged up to 18 in Shenzhen (except Bao'an and Longgang districts).

The center also provides services of rehabilitation training, education and guidance, psychological counseling, guardianship guidance, policy consultation and ability training for orphaned and disabled children and their families.
The children's beds at the site of Meilin Road are mainly for grown orphaned and disabled children in the center and people aged 18-60 years old without working ability, a source of livelihood and dependents in Shenzhen (except Bao'an and Longgang District).
It provides skills training, psychological counseling and other activities and manage various types of students and their vocational training, employment placement and special education. Moreover, the center does employment analysis and employment training for young people of the right age, and arrange proper placement for them.
Elderly people support
The new site of Shenzhen Social Welfare Center elderly nursing home was opened on June 1, 2017.
It has 300 beds for the elderly, an office building, an elderly living building and a medical service building. There is a gym, a rehabilitation room, painting room, and a singing room; there is also a simulated vegetable garden, gateball court, walking area and other hardware facilities.

Rehabilitation Center
The rehabilitation center belonging to the welfare center was established in 1996 and is the only public comprehensive hospital in Shenzhen that focuses on rehabilitation.
The Rehabilitation Center has 50 in-patient beds at the site of Meilin Road. It provides rehabilitation medical services for orphaned and disabled children who are raised by the center and the elderly in the center. It also provides comprehensive rehabilitation and medical services for the community.
