Jinan emerges as prime destination for talent

Jinan has been named China's best city for talent attraction for three consecutive years and a national talent-friendly city for two years in a row, according to a news conference on Dec 18.

The city's talent pool has grown to 3.1 million, a significant increase since the end of the 13th Five-Year Plan period (2016–20). Among the new talents are 32 top-tier professionals, 571 provincial-level leading talents, 628 municipal-level leading talents, and over 6,900 PhD holders.

More than 300,000 professionals work in key sectors, including information technology, high-end equipment, and advanced materials, with over 1.57 million skilled workers overall.

To foster talent development, Jinan has refined its "Double 30 Measures" Talent Policy and introduced targeted policies for strategic sectors and talent recognition in fields like intellectual property, technology transfer, law, trade, and robotics.

The city has launched initiatives for innovation and talent growth, including the China (Jinan) New Growth Drivers Innovation and Entrepreneurship Contest, and the China (Jinan) High-Caliber Talent Attraction Conference. It promotes collaboration between the government, universities, and enterprises while emphasizing the development of the alumni economy.

Jinan has established a supportive ecosystem for talent attraction. It provides financial assistance through the Haiyou Talent Fund and special loans for talents, along with consultation services and policies supporting talents' quality of life.
