Hubei launches strategic talent action plan

Hubei province has issued a strategic talent action plan to build a global hub for high-end talents, fully harnessing their power and driving the deep integration of technological and industrial innovation.

The action plan outlines a goal of cultivating and attracting 10 strategic scientists, 100 leading technology experts, 1,000 outstanding engineers, and 10,000 excellent young scientific talents within three to five years.

For high-end talents with the potential to become strategic scientists, Hubei will enhance specialized training, provide stable and sufficient project funding or direct equity investment, and assign experienced leaders to coordinate and support their large-scale projects.

The plan encourages employers to strengthen the tracking and development of leading technology experts by providing matching funds at a 1:1 ratio. It aims to strengthen the reserve of leading technology experts by annually selecting 30 individuals for targeted support in platform building, financial empowerment, and promotional activities.

Hubei will significantly expand the training scale for outstanding engineers, increasing the annual training program from 20 to 150 individuals and providing each with a 300,000 yuan ($41,300) grant to conduct engineering project research. The province will annually recruit around 50 outstanding engineers from home and abroad and provide them with direct specialized support.

Based on platforms like the "Global Talent Recruitment Initiative", Hubei plans to attract 800 full-time excellent young scientific talents with STEM PhDs each year. The province will also select and train at least 200 young top talents annually, each receiving a 600,000 yuan grant over the program period.
