The first batch of 21 "industrial neighborhoods" was unveiled on Feb 25 in Wuhan East Lake High-tech Development Zone (Optics Valley of China, or OVC). These neighborhoods will optimize industrial spatial planning and innovative elements organizing, creating a better environment for enterprise development.

The concept of "industrial neighborhoods" revolves around "cornerstone enterprises + industrial parks". Each neighborhood is anchored by one to two leading enterprises, forming a 15-minute ecosystem circle within each industrial sector to facilitate resource exchange and cooperation. The 21 industrial neighborhoods cover 35 cornerstone enterprises and 232 industrial parks.
The neighborhoods will reorganize industrial land parcels within the parks, fostering an ecosystem where "parks provide hosting space, enterprises focus on the market, research institutions solve foundational technology issues, and capital bridges value breakpoints."
Integrating technological and industrial innovation, digital technology and the real economy, as well as manufacturing and productive service industries has increased enterprises' spatial needs. This has raised standards for planning and constructing industrial parks and required more comprehensive collaboration for business development.
An OVC official stated that constructing industrial neighborhoods will address issues such as insufficient space and scattered resources, helping enterprises transition from "developing alone" to "co-developing and sharing".
