Since the implementation of the new offshore duty-free policy in July 2020, Sanya has witnessed a total of 110.5 billion yuan ($15.2 billion) in duty-free sales, reflecting a yearly growth rate of 23 percent.

Sanya has actively promoted offshore duty-free consumption, issuing 68 million yuan vouchers in 2023, leading to an increase in offshore duty-free consumption amounting to 1.39 billion yuan. The cumulative sales of the four offshore duty-free shops reached 30.02 billion yuan, marking an 18.3 percent year-on-year growth. During this year's Spring Festival holiday, these shops recorded total sales of 2.1 billion yuan, reaching a peak.

Starting this year, Sanya has issued over 70 million yuan of duty-free consumption vouchers, resulting in a boost in consumption of approximately 1.5 billion yuan.

The Sanya municipal bureau of commerce invested an additional 8.4 million yuan since June 1 to offer a limited number of 500 yuan duty-free consumption vouchers to consumers purchasing air tickets to Haikou, Sanya, or Qionghai from any city in China, excluding Hong Kong, Macao, and Taiwan through Ctrip.

The yacht industry has emerged as a highlight of Sanya's tourism sector, with over 1,400 registered yachts in the city as of the first quarter of the year, positioning it as the leading city in the country.

The "sports + tourism" model has also contributed to the city's consumption. In 2023, the city hosted 2,622 exhibitions and events, including the 2023 Boating Sanya &Sanya International Wine and Spirits Fair.
