Jinan to build a hub for innovative talent

Jinan, capital of East China's Shandong province, has unveiled its economic and social development plan for 2024, outlining relevant key tasks and policy measures.

According to the plan, Jinan will undertake multiple major construction projects in 2024, including the Jinan Innovation City of the Chinese Academy of Sciences and a space science research and application institute, accelerate the development of key technologies in the field of quantum science, and step up research into the formulation of standards for quantum technology.

The city will implement phased cultivation of technology-based enterprises, aiming to have approximately 8,900 small and medium-sized enterprises registered as national technology-based enterprises, and be home to 7,800 high-tech enterprises. Furthermore, support will be provided to over 100 technology-based small and medium-sized enterprises to engage in collaborative innovation with universities and research institutes.

In addition, Jinan aims to establish itself as a hub for innovative talent, launching initiatives for the recruitment, cultivation and enhancement of talent. This will involve the comprehensive implementation of tailored plans for top-level talent, a talent support program, and the aggregation of high-quality talent for the development of the provincial capital.

The city will also establish a mechanism for attracting talent from universities, leading industries, key enterprises, and distinctive industrial parks. It will comprehensively implement independent and market-oriented evaluations for enterprise technical talent and initiate the talent pension pilot.
