In 2023, the number of newly established businesses in Harbin, Northeast China's Heilongjiang province, experienced robust growth, with 49,800 new enterprises registered in the city.
This increase in number has set a historic record and marked a 19.61 percent year-on-year increase, surpassing the provincial average by 5.61 percentage points.
This remarkable achievement is attributed to the various measures implemented to optimize the business environment in Harbin.
The city's business environment has also continuously made breakthroughs in the reform of enterprise establishment.
According to a representative from the Harbin business promotion department, businesses now benefit from the "Enterprise Establishment Express 2.0" system, which enables the one-time completion of procedures regarding licenses, tax registration, seals, social insurance, medical insurance, housing subsidies, and pre-booked bank account opening.
In addition to facilitating business establishment, Harbin has also pioneered its innovative registration and filing process by synchronously handling eight procedures for the transformation of individual businesses into enterprises, a first in the country.
The transformation and upgrade of individual industrial and commercial households into enterprises has transitioned from a process involving the cancellation of individual businesses and the establishment of new enterprises to a one-time change of registration. This ensures the retention of the original business's value as well as operational continuity.
In the area of foreign investment enterprise registration, innovative measures have been introduced, allowing for the cross-location handling and issuance of business licenses for foreign-funded enterprises.
