Xi'an's vitality surges with optimized biz environment

In 2023, Xi'an, capital of Northwest China's Shaanxi province, made efforts to create a first-class business environment that is market-oriented and internationalized. As a result, these efforts have also stimulated the development of market entities.

There were 575,200 newly registered market entities throughout the year, a year-on-year increase of 31.33 percent. This brings the city's total number of market entities to exceed 3.17 million.

Since 2023, the city has deepened its reform on government services, realizing that 96 percent of government service matters can be handled online.

Throughout the year, Xi'an issued 507 policies to benefit enterprises and local residents, including 93 policies that no longer need people to fill in applications. A total of 8.12 billion yuan ($1.14 billion) in fiscal policy funds was issued last year, of which 4.713 billion yuan was given out without needing to fill in forms.

These policies covered aspects that support the construction of industrial parks, attract foreign investment, and encourage companies to go public. They also included identifying new R&D institutions, housing incentives and subsidies, and tax and fee reductions.

The city's 30 business environment reforms and innovations have been promoted nationwide, with 25 of its reform cases already replicated and promoted across the province.

In addition, Xi'an was awarded the title of the national business environment innovation city. It also became a benchmark city for its internationalized business environment.
