Notice from the Huangpu District Human Resources and Social Security Bureau of Guangzhou on the Issuance of Implementation Details for the Guangzhou Development District and Huangpu District of Guangzhou in Carrying out the Guangzhou Talent Green Card Implementation Measures

To all parties involved:

The Implementation Details have been approved by the Huangpu district government and the Administrative Committee of Guangzhou Development District, and are now officially issued for implementation. Please report directly to the Huangpu District Human Resources and Social Security Bureau if any issue arises.

Implementation Details for the Guangzhou Development Zone and Huangpu District of Guangzhou in Carrying out the Guangzhou Talent Green Card Implementation Measures

Article 1: Based on the Guangzhou Talent Green Card Implementation Measures (Guangzhou Government (Suifu) Office Regulation [2023] No 10, hereinafter referred to as "Implementation Measures"), and by local circumstances, these detailed implementation rules are established.

Article 2: Outstanding domestic and international talent without Guangzhou hukou (or permanent household registration), who work or start businesses in the Guangzhou Development District, Huangpu district, and its entrusted and subordinate parks (hereafter referred to as "this district"), may apply for the Guangzhou Talent Green Card B-card based on these rules.

Article 3: High-level talent confirmed through assessment or review in the district and possessing a legal residence in Guangzhou may apply for the B-card.

Article 4: Academicians or scientists collaborating with the district and settling down based on project cooperation can apply for the B-card after providing relevant memoranda or cooperation agreements.

Article 5: Based on the needs of socio-economic development in the district, talents engaged in R&D and management in the following projects or units and who have held mid- and-high-level positions, upon approval from the district's human resources and social security department, can be allocated specific quotas:

(1) Technology and industrial construction projects in the district's key construction project plan for this year;

(2) last year's top 50 industrial enterprises, top 30 players in internet and related services, software, and IT service sectors;

(3) last year's top 30 tech service enterprises; top 50 in wholesale; top 15 in retail; top 25 in leasing and business services; top 5 in residential services, repair and other services, and accommodation and catering services;

(4) last year's top 20 most significant investment attraction projects;

(5) the top 30 companies by revenue from the district's cultural enterprises;

(6) the district's "2+3+N" strategic technological innovation platforms;

(7) entities that have signed one-on-one agreements with the district for which the documents are still valid during application;

(8) other projects or units of significance to the district's socio-economic development.

Article 6: Applicants who meet the conditions of Articles 4 and 5 shall have their respective units or projects submit applications to the district's industrial regulatory department, which will review and provide written feedback to the district's human resources and social security department.

Article 7: Applicants by Articles 4 and 5 must hold at least a bachelor's degree, a senior professional title as a technician, or documentation from the industrial regulatory department highlighting their significant contributions.

Article 8: Talents who meet the requirements of Article 4 of the Implementation Measures can apply for the A-card. Those who meet the conditions of Article 5(1), (2), and (3), and Article 6 can apply for the B-card.

Article 9: These detailed rules take effect from the date of issuance and will be valid until June 14, 2028. Any other policies or regulations issued by the national, provincial, or municipal government shall take precedence over this one.
