Chapter 1 General Provisions

Article 1 To strengthen the management of the Special Fund for promoting the quality-powered development of Huangpu District / Guangzhou Development District (hereinafter referred to as the "Special Fund"), standardize the utilization of the Special Fund, and improve the effectiveness of its utilization, the measures are formulated in accordance with the relevant provisions of the Product Quality Law of the People's Republic of China, the Standardization Law of the People's Republic of China, and the Guiding Opinions of the CPC Central Committee and the State Council on Launching a Quality Improvement Action, the requirements of the Outline of the National Innovation-Driven Development Strategy, the Outline of Building a Quality-Powered Nation, the Outline of Promoting Standardized National Development, and the Development Plan for Metrology (2021-2035), and with consideration of the Action Plan for Huangpu District / Guangzhou Development District to Lead High-Quality Development in the New Era and the realities of the district.

Article 2 The utilization of the Special Fund shall follow the principle of ensuring openness and fairness, highlighting priorities, emphasizing effectiveness, and being earmarked for special use.

Article 3 The Special Fund is mainly used to support and encourage enterprises and public institutions in the district as well as public service organizations excepting government organizations, and individuals to follow the spirit of implementing the national, provincial, and municipal strategies for innovation-driven development, building a quality-powered nation and an ecological civilization, and promoting the development of the Guangdong-Hong Kong-Macao Greater Bay Area and make active contributions in the fields of quality, standards, brands, inspection and testing, and certification, which includes projects, achievements, and activities.

Article 4 The measures shall apply to business entities and individuals operating within the jurisdiction of Huangpu District / Guangzhou Development District, including its entrusted management and subordinate parks (hereinafter referred to as "the district"), in terms of the location and operation of the project and the application for funds, except as otherwise listed in the measures. Enterprises, public institutions, and public service organizations shall have sound financial systems, implement independent accounting, and comply with relevant credit management regulations.

Enterprises, public institutions, and public service organizations that are under investigation for major violations in areas such as environmental protection and market supervision or have received administrative penalties or criminal penalties for major violations in areas such as environmental protection and market supervision in the past year shall have their qualifications for applying for funds suspended for the current year. When individuals apply for support for personal projects, they shall not be subject to joint punishment for dishonesty.

Chapter 2 Building a Quality-Powered District

Article 5 [Support for Brand Enhancement] Enterprises are encouraged to strengthen the brand's quality and continuously improve brand maturity and reputation through the "Huangpu Brand Certification - Excellence Performance - Government Quality Award" path. Support will be granted according to the following provisions:

(I) Improving the Brand Management System. Micro, small, and medium-sized enterprises are encouraged to carry brand certification. Those achieving a five-star or four-star rating through the on-site evaluation of compliance with the Huangpu brand certification standards will receive one-time support of up to 50,000 yuan or 40,000 yuan, respectively. Further explanations are as follows:

1. Those being upgraded to a higher level will receive the gap in support according to the higher-level standard.

2. Each enterprise (including its subsidiary) can receive a maximum brand certification support of 200,000 yuan within the validity period of the measures.

3. Certification is conducted every two years, with a total maximum support of 4 million yuan for each certification in the district.

4. Evaluation results will be included in the district's comprehensive evaluation system for the public credit of the enterprise. Enterprises rated as five-star will be commended and included in the key list for nurturing the district's quality benchmark and the Government Quality Award.

(II) Achieving Excellent Quality Management. Organizations from various industries are encouraged to actively introduce the excellent performance model. Those receiving a score over 500 and over 400 in their first assessment of excellent performance by the district Market Supervision Department will receive one-time support of up to 300,000 yuan and 200,000 yuan, respectively. Further explanations are as follows:

1. Assessment is conducted every two years, with a maximum support of 3 million yuan for each assessment in the district.

2. Each organization can receive excellent performance management support only once, and organizations that receive the Government Quality Award mentioned in Article 1 (III) will no longer be eligible for excellent performance management support.

3. Assessment results will be included in the district's comprehensive evaluation system for the public credit of the enterprise. Organizations receiving the award will be commended and included in the key list for the nurturing of the district's quality benchmark and the Government Quality Award.

(III) Striving to Become a Pacesetter in Quality.

1. Those receiving the China Quality Award or the Nomination Award of China Quality Award for the first time will receive one-time support of 5 million yuan and 3 million yuan, respectively. The organizations of the frontline teams and individuals that receive the China Quality Award and the Nomination Award of China Quality Award for the first time will receive one-time support of 300,000 yuan and 250,000 yuan, respectively.

2. Those receiving the Guangdong Quality Award or the Nomination Award of Guangdong Quality Award for the first time will receive one-time support of 2 million yuan and 1.5 million yuan, respectively. The organizations of frontline teams and individuals that receive the Guangdong Quality Award and the Nomination Award of Guangdong Quality Award for the first time will receive one-time support of 200,000 yuan and 150,000 yuan, respectively.

3. Organizations that receive the Guangzhou Mayor's Quality Award or the Nomination Award of the Guangzhou Mayor's Quality Award for the first time will receive one-time support of 1 million yuan and 500,000 yuan, respectively. The organizations of frontline teams and individuals that receive the Guangzhou Mayor's Quality Award and the Nomination Award of Guangzhou Mayor's Quality Award for the first time will receive one-time support of 100,000 yuan and 50,000 yuan, respectively.

4. Enterprises that receive the Government Quality Award shall be included in the district's comprehensive evaluation system for the public credit of the enterprise.

District-level quality awards will be granted after approval by the CPC Guangdong Provincial Committee and the Guangdong Provincial Government, with specific regulations to be formulated separately.

When organizations apply for support under this article, they will only receive the gap in support if they have already received lower-level amounts of support before applying for higher-level support. Organizations that receive higher-level government quality awards (including nominations awards of the quality awards) before receiving lower-level government quality awards (including nominations awards of the quality awards) will not receive repeated support. In the same application year, if multiple awards are received simultaneously, support will be granted based on the highest level of award. Incentive measures for district government departments and district civil servants receiving government quality awards at different levels (including frontline teams and individual awards) will be implemented in accordance with relevant regulations.

Article 6 [Support for High-Quality Engineering Projects] Enterprises are encouraged to establish high-quality engineering concepts, actively compete to pursue excellence, and continuously improve the quality and brand of projects in Huangpu. Support will be granted according to the following provisions:

(I) Project construction organizations that receive the China Construction Engineering Luban Prize, the National Quality Engineering Award, the Tien-yow Jeme Civil Engineering Prize, or the China Water Conservancy Project Quality (Dayu) Award will receive one-time support of 500,000 yuan.

(II) Project construction organizations that receive the Guangdong Construction Engineering Jinjiang Award or the Guangdong Quality Engineering Award will receive one-time support of 300,000 yuan. Project construction organizations that receive the Guangdong Municipal Golden Award and the Guangdong Provincial and Municipal Excellent Model Engineering Award will receive one-time support of 300,000 yuan and 200,000 yuan, respectively. Project construction organizations that receive the first, second, or third prize of the Guangdong Quality Water Conservancy Engineering Award will receive one-time support of 300,000 yuan, 250,000 yuan, or 200,000 yuan, respectively.

If the same project receives multiple awards, it will be granted the highest-level award. If a previously supported project is upgraded to a higher level, it will receive the gap in support based on the higher-level standard.

Article 7 [Support for High-Quality Products] The principle of "Quality First" is followed and enterprises are encouraged to continuously improve product and service quality through methods like standardization, certification, inspection, and testing to support the development of key industries. Support will be granted according to the following provisions:

(I) Encouraging the establishment of higher-level product or service standards. Enterprises that are newly included in the list of the national enterprise standard "leaders" will receive one-time support of up to 50,000 yuan for each certificate. Each enterprise's annual total support amount shall not exceed 150,000 yuan. If multiple product or service standards from the same enterprise are included on the same "leader" of the enterprise standards list, they will be counted as one certificate.

(II) Enterprises newly passing the following certifications and generating a cumulative product sale of over 1 million yuan will receive support based on the following provisions:

1. New certifications in the A and B categories of China Robot Certification (CR Certification) will receive one-time support of up to 100,000 yuan and 200,000 yuan for each certificate, respectively, based on technical indicators and development levels (L1-L5). Each enterprise can receive a maximum of 500,000 yuan in CR Certification support annually.

2. Enterprises that newly pass the compliance checks of the national Good Manufacturing Practice of Medical Products (GMP) (including veterinary GMP) will receive one-time support of up to 100,000 yuan for each project. Enterprises newly passing the international drug GMP check (including medical devices and veterinary drugs) will receive one-time support of up to 200,000 yuan for each project. Each enterprise can receive a maximum GMP support of 500,000 yuan annually.

3. New AAA-level certifications in the measurement management system that pass at least one annual audit will be selected for support after expert review. Support will be granted in two tiers, with the number of each tier not exceeding three and 14 each year. Each certificate of the two tiers will receive a maximum of 100,000 yuan and 50,000 yuan, respectively. The total annual support in the district shall not exceed 1 million yuan.

(III) Owners of laboratories and inspection and testing platforms that are newly built as part of annual key construction projects recognized by the district Development and Reform Department and belong to advanced manufacturing or emerging industries with strategic importance will receive one-time support of 200,000 yuan after CNAS accreditation.

Article 8 [Support for Advanced Quality Management Methods] Enterprises are encouraged to promote advanced quality management methods, actively engage in people-oriented quality innovation activities, and create a world-class quality culture in Huangpu. Support will be granted according to the following provisions:

(I) Enterprises that receive the highest or the second highest awards in competitions organized by the International Convention on Quality Control Circles for the first time will receive one-time support of 300,000 yuan and 200,000 yuan, respectively. Non-first-time winners will receive one-time support of 100,000 yuan and 60,000 yuan, respectively. If an enterprise receives multiple awards in the same year, it will only receive support based on the highest award received that year. Enterprises that receive the first, second, third, and outstanding awards (including "Five Small" outstanding innovation projects) in the quality control circles competition at the district level for the current year will receive one-time support of 30,000 yuan, 20,000 yuan, 10,000 yuan, and 5,000 yuan, respectively. The total annual support for the quality control circles competition at the district level shall not exceed 700,000 yuan.

(II) For quality improvement and promotion activities at the international level or at or above the provincial level held in the district and other quality improvement activities such as quality control circles activities promoting excellent performance inside enterprises or public institutions and the "Five Small" (Small Invention, Small Creation, Small Transformation, Small Design, and Small Suggestions) technology innovation activities,  advanced quality management models and outstanding cases with Huangpu characteristics will be summarized. Exemplary and encouraged projects will be released and praised after the district market supervision department collects projects and experts evaluate them. Each exemplary project will receive one-time support of up to 80,000 yuan, and its organization will receive support based on grades. The total annual support at the district level shall not exceed 800,000 yuan. Project applicants shall commit to cooperating with the government and relevant departments in conducting quality improvement activities in the district and consent to let the government and relevant departments use project videos, images, and cases for non-profit promotion purposes.

Chapter 3 Building a Strong Standardization District

Article 9 [Internationalization of the Huangpu Standards] Bringing in international standards and making Hangpu standards go global are encouraged and nurturing and introducing international standardization talents are supported to promote Huangpu products and Huangpu services through international standardization activities.

(I) [Support for International Standardization Awards] The organizations of the new winners of the ISO Award for Higher Education, the ISO Excellence Award, the IEC Lord Kelvin Award, or the IEC Thomas A. Edison Award will receive one-time support of 200,000 yuan for each project. The organizations of the new winners of the Lawrence D. Eicher Award or the IEC 1906 Award will receive one-time support of 100,000 yuan for each project. The organizations of the new winners of the IEC Young Professional Leader Award or ISO Next Generation Award will receive one-time support of 50,000 yuan for each project. The same award category winner will only receive support once, and different winners from the same organization can be accumulated.

(II) [Support for International Standardization Expert Studios] Current chairpersons, vice-chairpersons, secretaries, or deputy secretaries of international professional standardization technical committees (TCs) or subcommittees (SCs) who establish expert studios in the district as the chief expert to nurture international standardization talents, conduct scientific research, and engage in international standardization activities, will receive annual financial support of up to 200,000 yuan during the validity period of the measures after the overall construction plan and annual work plan are approved by the district market supervision department. The Measures for the Management of the Special Fund to Build a Quality-Powered Huangpu District / Guangzhou Development District (Sui Pu Fu Gui [2019] No. 17) shall continue to be implemented until all relevant support funds have been fully disbursed.

Article 10 [Support for the China Standard Innovation and Contribution Award] The top five organizations of the main organizations undertaking the projects that receive the top three awards in the China Standard Innovation and Contribution Award will receive one-time support of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. The organizations or the organizations of the recipients of other categories of the China Standard Innovation and Contribution Award will receive support of 100,000 yuan for each project.

Article 11 [Support for Standard Formulation and Revision] Organizations are encouraged to actively participate in the formulation and revision of standards to expand the influence of Huangpu standards. Support will be granted according to the following provisions:

(I) Organizations that lead the formulation or revision of international standards will receive support of up to 1 million yuan or 500,000 yuan for each project, respectively. Organizations that lead the formulation or revision of national standards will receive support of up to 300,000 yuan or 100,000 yuan for each project, respectively. Organizations that lead the formulation or revision of the recommended national standards (non-product categories) will receive 60% of the support for national standard projects in the same year. Organizations that lead the formulation or revision of industry standards will receive support of up to 150,000 yuan or 50,000 yuan for each project, respectively. Organizations that lead the formulation or revision of local standards will receive support of up to 100,000 yuan or 30,000 yuan for each project, respectively. Organizations that lead the formulation or revision of regional standards, including the Belt and Road regional standards or Guangdong-Hong Kong-Macao Greater Bay Area standards, will receive support of up to 100,000 yuan or 30,000 yuan for each project, respectively. Organizations that lead the formulation of group standards will receive support of up to 50,000 yuan for each project. Major participating organizations will receive support under 50% of the support granted to organizations that lead the formulation or revision of the standards.

(II) Organizations that lead the formulation or revision of standards for drugs in China Pharmacopoeia, standards promulgated by the medical products administrations of the State Council, and national (industry) standards for medical devices will receive support of up to 500,000 yuan (formulation) or 200,000 yuan (revision) for each project, respectively. Organizations that lead the formulation or revision of standards for drugs promulgated by the Guangdong Provincial Drug Administration will receive support of up to 100,000 yuan (formulation) or 50,000 yuan (revision) for each project, respectively. Major participating organizations will receive support under 50% of the support granted to organizations that lead the formulation or revision of the standards.

(III) Regulations for the support of standard formulation and revision are listed as follows:

1. The same organization can receive maximum support for international standard formulation and revision projects of 1 million yuan. The same organization can receive support for five types of projects, including national, industry, local, regional standards, and group standards (including standards for drug and medical devices), of up to 1 million yuan every year. The time limits for applying for the support for formulation or revision of group standards and other standards are three years and two years within the formal publication of the standard, respectively. If multiple applicants for the same standard meet the support conditions, the support will be allocated proportionally.

2. Group standard projects shall be publicly listed on the National Group Standard Information Platform and effectively implemented for at least one year with effective results. Support will be granted to up to 20 projects each year through expert review. Each applicant can apply for up to three group standard supports each year.

3. The level of participation in standard formulation or revision at various levels of the measures is determined as follows:

(1) The determination of international standards is based on the order of participating organizations in the notice issued by the State Administration for Market Regulation. The organization listed first is the leading organization, and organizations listed from the second to the fifth are major participating organizations. Other international standards not in the notice issued by the State Administration for Market Regulation will be determined based on written materials of participation levels from their issuing or responsible organizations.

(2) The determination of national, industry, local, and regional standards is based on the order of drafting organizations in the "preface" of the standard text. The organization listed first is defined as the leading organization, and organizations listed from the second to the fifth are defined as major participating organizations. For standard texts that do not list drafting organizations, standards will be determined based on written materials of participation levels from their issuing or responsible organizations.

(3) The group standard's issuing organization and the drafting organization listed first in the "preface" of the group standard are defined as leading organizations. Drafting organizations listed in the second and the third in the "preface" are defined as major participating organizations.

4. International standards refer to international standards issued by the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), the International Telecommunication Union (ITU), international standards issued by other international organizations and confirmed by the Measures for the Administration of Adoption of International Standards, and advanced international standards issued by other major international organizations.

5. Projects not applicable to this article's support include local standards, regional standards, group standards that do not apply within the district, standard samples, construction methods, and calibration procedures.

Article 12 [Support for Undertaking Professional Standardization Technical Committee's Work] Organizations convening secretariats and working groups (WGs) of international professional standardization technical committees (TCs) and their subcommittees (SCs) for the first time will receive one-time support of up to 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively. Organizations undertaking the work of secretariats of national professional standardization technical committees (TCs) and their subcommittees (SCs) for the first time or undertaking the work of the Chinese counterparts of international professional standardization technical committees (TCs) and their subcommittees (SCs) will receive one-time support of up to 300,000 yuan and 100,000 yuan, respectively. Organizations undertaking the work of secretariats of Guangdong provincial professional standardization technical committees (TCs) will receive one-time support of up to 100,000 yuan.

If multiple organizations undertake the work of the same organization, they shall each apply, and the support amount shall be evenly divided.

Article 13 [Support for Demonstration and Pilot Projects] Organizations that undertake pilot and demonstration standardization projects designated by national or provincial standardization administrative authorities and pass the examination will receive one-time support of up to 300,000 yuan and 200,000 yuan, respectively, for each project. If the organization undertaking the pilot and demonstration standardization project is the district government, the development district's management committee, public institutions at the district level, or social organizations, and if the supporting construction projects determined by the documents of the administrative authorities pass the national or provincial examination, it will receive one-time support of up to 150,000 yuan and 100,000 yuan, respectively, for each project. If the organization has received support and its project is upgraded to a higher level, it will receive the gap in support after it passes the corresponding examination. This also applies to quality improvement, inspection and testing, and certification and accreditation of pilot and demonstration projects.

Article 14 [Support for Standards Comparison and Conformity] Enterprises are encouraged to participate in the standards comparison and conformity initiative, benchmark against advanced international standards, and improve the quality of products and services. Enterprises that complete standards comparison and conformity will receive one-time support of 5,000 yuan for each product or service. Enterprises that compile and release the technical solutions for standards comparison and have implementing organizations for standards comparison and conformity in the district will receive one-time support of 10,000 yuan for each solution. The same enterprise or public institution can receive support for standards comparison and conformity projects and compiling technical solutions for standards comparison of up to 30,000 yuan each year.

Article 15 [Support for Good Standardizing Practice] Establishing a standard system for good standardizing practice is encouraged. During the validity period of the measures, enterprises that first obtain AAAAA-level or AAAA-level good standardizing practice certificates after on-site supervision by the district Market Supervision Department and confirmation by the third party will receive one-time support of 50,000 yuan and 20,000 yuan, respectively. If the enterprise's certificate is upgraded after a second review, it will receive the gap in support based on the higher level.

Chapter 4 Promoting the Quality Infrastructure

Article 16 [Support for the Construction of National Quality Standard Infrastructure] Efforts will be made to pool basic resources for national quality standards at a faster pace, support the construction of national quality standard laboratories, national key laboratories of the State Administration for Market Regulation, national quality inspection centers, national technical standard innovation bases, and national standard verification points, encourage research programs of international quality standard cooperation, and promote synchronous development of scientific and technological research and development, standard formulation, and industrialization. Support will be granted based on the following provisions:

(I) During the validity period of the measures, national quality standard laboratories newly recognized by the State Administration for Market Regulation and the Ministry of Industry and Information Technology will receive one-time support of 1.5 million yuan for each project. Newly recognized national key laboratories of the State Administration for Market Regulation will receive one-time support of 1 million yuan for each project. Newly recognized provincial quality standard laboratories by provincial market supervision departments and provincial industry and information technology departments will receive one-time support of 500,000 yuan for each project.

(II) During the validity period of the measures, newly recognized national quality inspection centers, national technical standard innovation bases, and national standard verification points will receive one-time support of 300,000 yuan for each project.

Projects that receive support according to this article shall be registered in the district, and support will be granted based on the inspection results. If the same organization in the same field obtains different categories of national quality standard infrastructure qualifications, it shall receive higher support with non-duplication.

Article 17 [Support for the Research and Production of Standard Materials/ Samples] Support will be granted for the research and production of standard materials and standard samples. Technological innovation in measurement standards is encouraged to promote quality in industries. Support will be given based on the following provisions:

(I) Research and production organizations that obtain the certificate of second-class or first-class standard materials issued by the competent national metrology administrative departments or the certificate of standard samples issued by the Standardization Committee of China for the first time and that have market applications after sales within two years after the issuance date of the certificate will receive one-time support of up to 50,000 yuan for each certificate.

(II) Research and production organizations that provide self-developed raw materials of the standard materials to the organization designated by the State Council's medical products administrations to be in charge of standard materials, the production and preparation of reference materials, calibration, and supply and that have market applications after sales within two consecutive years after the date of first sale will receive one-time support of up to 50,000 yuan for each category.

(III) Each research and production organization can receive a maximum support of 300,000 yuan under this article during the validity period of the measures. If multiple organizations participate in the research and production, only the top three organizations registered in the district will receive support.

Article 18 [Support for Basic Technical Services to Improve Quality] The Manufacturing Quality Infrastructure Expansion Partner Program will be implemented to encourage social resources to develop quality infrastructure service stations or service integration bases to provide public services. District market supervision departments will organize experts to evaluate them based on national and provincial quality infrastructure integration service standards and the performance of service to enterprises. The leading organizations of the service stations with initial evaluation scores of 90 or above and scores of 70 or above (not exceeding five and ranking in the top 50% of all stations in the district) will receive one-time support of 50,000 yuan and 30,000 yuan, respectively. Upgrades in evaluation results will receive the gap in support according to higher-level support standards.

The leading organizations of the service bases recognized by higher-level government departments as national, provincial, or municipal service bases of quality infrastructure integration or outstanding cases will receive one-time support of 200,000 yuan, 100,000 yuan, and 70,000 yuan, respectively. Bases that have been upgraded or received support for similar projects, such as service stations, will receive the gap in support according to higher-level support standards. Those setting up sub-stations in the district's paired industrial assistance areas can participate in the evaluation separately and enjoy the relevant support of the measures.

Chapter 5 Fund and Performance Management

Article 19 [Fund Application] For projects that require applications to receive the fund directly, applicants must submit their applications to the policy implementation window of the Government Service Center in the district within the time released by the window. Applicants shall submit materials in accordance with the requirements outlined in the service guide and shoulder responsibility for the authenticity of the materials and commitments submitted. Failure to apply before the deadline will be regarded as abandonment. The district Policy Implementation Department will accept and conduct a formal review of the applicant's materials. If the formal review does not pass or corrective application materials are needed, the applicant will be notified within the specified time. After passing the formal review by the district Policy Implementation Department, the application materials will be forwarded to the district competent department of the industry for substantive review, which may include expert review. Once the required public announcement and approval procedures have been completed, the fund will be disbursed to eligible projects.

For projects that do not require applications to receive the fund directly, the competent department of the industry in the district will use information sharing and other means as the basis for substantive review and submit the material list to the district policy implementation department in line with the procedures. Enterprises and public institutions only need to confirm and commit online according to the service guide to enjoy policy support. Such projects include support for Huangpu brand certification, support for excellent performance management, support for the Government Quality Award in Article 5, support for the leader of standards in Article 7, support for district quality control circles competition, support for quality promotion in Article 8, support for China Standard Innovation and Contribution Award in Article 10, support for quality comparison and conformity in Article 14, support for the construction of national quality standard infrastructure in Article 16, and support for basic technical services to improve quality in Article 18. The list of such projects is dynamically managed based on actual implementation.

Article 20 [Fund Utilization] After receiving the Special Fund, all organizations shall implement special account management, primarily for quality-related activities like quality training, quality improvement, brand promotion, scientific and technological research and development, quality certification, and personnel rewards, and be subject to supervision and examination. The total rewards for individuals and teams having made outstanding contributions shall not exceed 50% of the total support received in that year. Organizations receiving the Special Fund shall be responsible for taxes. Frontline teams and individuals, and individuals and teams involved in projects with outstanding contributions, include leaders of enterprises, heads of departments, project managers, and specific personnel. The list of personnel and specific amounts shall be archived in formal documents for later reference.

Organizations that receive annual support of over 100,000 yuan shall submit a self-assessed performance report to the competent department of the industry of the district within six months of receiving the funds. The report shall include the specialized account management of project support funds, fund utilization plans, actual utilization of the fund, project progress, and performance. Organizations shall also cooperate with the selective examination of performance. Organizations that refuse to submit a self-assessed performance report or refuse to rectify issues shall have their eligibility to apply suspended by the competent department of the industry of the district until the rectification is completed.

Article 21 [Fund Supervision] The audit and finance departments of the district shall supervise fund performance management in accordance with their responsibilities. The competent departments of the district are responsible for the specific project performance management, conducting the selective examination of the performance of fund applicants in accordance with fund management and audit requirements, and are subject to the supervision of the audit and finance departments of the district. Organizations or individuals found to have engaged in fraud, falsely claiming, withholding, or misappropriating the Special Fund will, once confirmed, be required to return the Special Fund by the competent department of the industry of the district. They will also have their eligibility to apply for the following three consecutive years canceled and be included in the credit records of enterprises or individuals in accordance with the law.

The public has the right to supervise the utilization of the Special Fund. The competent department of the industry of the district shall handle related complaints and reports in accordance with the petitioning procedures and provide due responses.

Article 22 For projects or matters that also meet the policies of other support in the district (including policies requiring the district government to provide supporting funds or pay the funds from higher-level departments), support will be granted based on the higher level without duplication. If higher-level policies stipulate that support at various levels must not be duplicated, the competent department of the industry of the district shall be responsible for urging the return of duplicated district-level support funds upon receiving notification.

Chapter 6 Supplementary Provisions

Article 23 Responsibilities of Relevant Departments of the Measures:

(I) The district Policy Research Department is responsible for policy implementation and coordination, material acceptance, and cooperation in duplicate support inquiries.

(II) The following industry regulatory departments are responsible for the promotion and publicity of specific projects, as well as budgeting, review, disbursement, and performance management of the Special Fund in their respective areas:

1. The district Department of Housing and Urban-Rural Development and the district Water Department are responsible for the "engineering awards" projects in Article 6 of the measures in accordance with their respective responsibilities.

2. The district Agricultural and Rural Affairs Department is responsible for the "veterinary drug" section in Article 7 (II) of the measures.

3. The district Market Supervision Department is responsible for other matters of the measures.

Article 24 The size of an enterprise shall be determined based on the table of Investigation of the Basic Information of the Organization printed from the table system of the National Bureau of Statistics or the Legal Entity Table printed by the applicant from the district Statistics Department. Business operations and sales shall be determined based on tax materials or contract invoices printed from the tax system by the applicant. The registered address shall be determined based on the business registration address.

Article 25 The measures shall be effective from the date of issuance and remain in effect until December 31, 2026.
