The Hubei Integrated Circuit (IC) Metrological Center was recently founded in the East Lake High-tech Development Zone (also known as Optics Valley of China, or OVC) as the first of its kind in China.

The new center was mainly constructed by the 709th Research Institute CSIC, marking that Hubei's prowess in IC measuring ranks among the highest in the nation.

In 2017, OVC started to build a national memory center, forming an IC industrial chain encompassing materials, design, manufacturing, packaging testing, and application completion. The Hubei Integrated Circuit (IC) Metrological Center can provide comprehensive measurement and testing services for optical communication chips, storage chips, satellite navigation chips, and automotive-grade chips in Hubei province and even the Central China region, supporting the development of the optoelectronic information industry with a complete industrial chain, entire life cycle, traceability, and forward-looking measurement testing services.

The valley is developing around the "Optics, IC, Displays, Terminals and Internet" cluster. It is building the national optical device quality testing center with WRI Lab and the provincial Cell and gene therapy drug measurement and testing center with Wuhan Institute of Biotechnology.
