Authorities of the Jinpai Port economic development zone in Lingao county, northwestern Hainan province, are trying to create a better environment for enterprises, according to workers and entrepreneurs in the zone.

"By innovating the working system and streamlining the application and approval procedures, we have shortened the time for enterprises to start production in the zone from six months to only two months,"said Ma Hongrui, director of the enterprise service center in the zone.

"We are also trying our best to help enterprises resolve their problems, so that they can operate their businesses in the zone smoothly," he added.

Li Yanguo, whose factory produces steel structure for prefabricated buildings and entered the zone in 2021, is a beneficiary of the zone's services.

"The alternation of investors' equities was an issue for our factory, and the authorities of the economic zone cared about this matter a lot and dispatched a group of professionals to help us figure it out, which helped us a lot and made us feel more safe and confident in running our businesses in the zone," said Li, general manager of the factory.

Wu Hailiang, whose production company makes pleasure crafts and settled in the zone last year, agrees with Li.

He said the authorities of the zone made every effort in helping them land in the zone, including helping them look for a perfect site, as pleasure craft enterprises depend on transportation and the conditions of nearby water.

"Moreover, they even tried to help the children of our workers get enrolled in good schools that are close to the zone, so that we won't have too many worries in our daily life and can fully dedicate to production and investment here," he said.

According to Ma, over the past three years, 25 enterprises have signed contracts and landed in the zone. In addition, more than 30 others are processing their procedures and waiting to get into the zone.

At the Hainan Free Trade Port Industrial Park Investment Cooperation Conference, which was held in the province in late April, the zone signed investment contracts worth 610 million yuan ($84 million) with two big enterprises, which made Ma and his team proud.

"As a traditional Chinese saying goes, 'All you have to do is to plant a Chinese parasol tree, and phoenix will come by itself,' all we have to do is to provide good environment and services, and the enterprises and investments will come by themselves," Ma said.
