Harbin selected as national cultural trade base

Harbin, the capital city of China's northernmost Heilongjiang province, has been selected as one of the national cultural trade bases by the Ministry of Culture and Tourism.

The Harbin base has now established a public service platform with an efficient information service, a sound financial system, comprehensive legal support, meticulous talent services, extensive channel expansion, and a one-stop service guarantee with innovative service models.

The core area of the base has set up a policy window to provide enterprises and talents with cultural and tourism policy information at both the domestic and international levels, as well as other data on market dynamics, business channels, and general information.

Meanwhile, a window of the international arbitration court has been established to provide an international and rule-of-law business environment for cross-border trade. It can carry out legal risk assessments, commercial dispute mediation, and litigation and arbitration agency services.

According to the plan, the Harbin base will implement five projects to accelerate the construction of a trade platform, expand the scale of foreign cultural trade, develop cultural trade with Russia, promote cross-border cultural e-commerce, strengthen international copyright trade, and innovate cultural financial services.

By 2026, the Harbin base strives to achieve an annual average growth rate of over 20 percent in cultural trade exports to Russia, have an annual passenger throughput of 48 million at the airport, and host 130 million domestic and foreign tourist visits.

It also aims to generate a total revenue in excess of 250 billion yuan, hold more than five large-scale international exhibitions annually, and establish friendly relations with 88 international cities overseas.
