Heilongjiang launches simplified foreign-funded enterprise registration plan

The city of Harbin and the Harbin, Heihe and Suifenhe areas of the China (Heilongjiang) Pilot Free Trade Zone recently jointly issued a reform implementation plan for the general application and acquisition of business licenses for foreign-funded enterprises.

The implementation plan will officially take effect on July 1.

Under the new policies, all the foreign-funded enterprises established in the aforementioned areas can be registered at Harbin's municipal level and the three areas of the Heilongjiang FTZ.

Those who apply for the government seal and tax Ukey at the same time will benefit from free mail delivery and those who only apply for a business license will be subject to four-place offline collection.

Data show that from January to May this year, Harbin registered 69,400 new market entities, a year-on-year increase of 13.69 percent. Foreign-funded enterprises increased by 116 percent year-on-year.

According to Wang Jianyu, director of the enterprise registration management division of the Harbin administration for market regulation, after the implementation of the reform plan, foreign-funded enterprises that set up companies in Harbin and set up branches or subsidiaries in Suifenhe and Heihe at the same time can benefit from centralized processing and one-time registration and obtain a business license in Harbin.
