Ordos aims for first-class talent hub in northern China

Since the beginning of this year, the city of Ordos in North China's Inner Mongolia autonomous region has worked hard to implement the "talents in Ordos" and "innovation-driven development" strategies, striving to create a first-class talent hub in northern China.

During this period, Ordos compiled a list of key core technology research and development and a high-level talent directory focusing on critical industries, bringing in over 130,000 professional and technical personnel and over 5,800 high-skilled talents.

The city has also led in implementing six primary scientific and technological research and development projects.

An investment of 120 million yuan ($17.12 million) supports ten scientific and technological leading talent projects and 18 industry innovation and entrepreneurship teams.

On June 16, the Ordos Energy Institute of Peking University was officially unveiled, following the establishment of a chemical and energy teaching and practical base in Ordos by Tsinghua, the Ordos Research Institute of Liaoning University of Engineering and Technology, and the Ordos research institutes of China University of Geosciences and Inner Mongolia University of Technology.

Ordos has continuously strengthened its policy supply in recent years, supporting talent construction and industrial development.

It has successfully launched 30 new talent policies and 30 new science and technology policies and developed more than 50 implementation measures and regulations, accumulating 382 million yuan in policy funds for enterprises.

It has formulated an implementation plan of "Building a First-Class Innovation Ecology" and implemented a three-year action plan for talent and scientific and technological innovation.

It has established a normalized policy evaluation mechanism, hiring third-party institutions to conduct comprehensive evaluations every quarter, revising and issuing methods for attracting talent to public institutions, supporting the training of doctoral students, etc.

It has established a rigid growth mechanism for financial, scientific, and technological investment.

In 2022, the city's financial expenditure on science and technology was 1.21 billion yuan, a year-on-year increase of 48 percent, ranking first in the region, driving R&D investment of 7.91 billion yuan by large-scale enterprises, a year-on-year increase of 3.6 percent.

In 2023, the city's financial budget for science and technology is set to be 1.6 billion yuan, a year-on-year increase of 33.3 percent.
