As a national pilot city for youth development, Jinan, capital of Shandong province, has been continuously striving to create a favorable employment and living environment for young people from China and abroad.

The city has improved its social security system to solve the housing problem faced by new urban residents. For example, it has issued the Quancheng Anju Card which allows new graduates to apply for a three-year rental subsidy of 500 ($70.17)-1500 yuan per month within five years after graduation. Master's and doctorate degree holders are eligible for subsidies of 100,000 yuan and 150,000 yuan respectively when purchasing a house.

Jinan has also launched a series of policies to promote entrepreneurship among young people. Graduates who start their business in Jinan can enjoy benefits such as entrepreneurial subsidies, venue rent subsidies, training subsidies and guaranteed loans. Meanwhile, its Youth Station project provides free short-term accommodation and employment guidance for graduates who come to Jinan to seek jobs.

The city has also been innovating new modes and formats of consumption that cater to young people. In the second quarter of this year, Jinan held more than 20 concerts and music festivals. On June 10, the Jinan Urban Beauty Season was launched, showcasing the humanities, scenery, and vitality of the city to university students.

According to the Chinese Urban Talent Attraction Ranking report, Jinan is ranked 11th among the top 50 cities in China for attracting talent born after 1995.
