Authorities in Zhoushan, East China's Zhejiang province have in recent years been exploring ways to build a complete oil and gas industrial chain as part of efforts to advance high-quality development.
For example, authorities have made a series of innovations in establishing management standards and service systems for bonded fuel oil, with a dispatching center equipped with smart facilities that can provide data on ships' speed, anchorage operations and meteorological conditions.
The data is key to making an efficient schedule for ship fueling, said Cui Yiling, deputy director of Zhoushan's high-tech zone administrative committee. She added that the digital platform can reduce the time needed to fuel each ship by 20 hours.
The city's green petrochemical base is another innovative measure taken to carry out high-performance resin projects and high-end new material projects.
The industrial output value of the green petrochemical base in the first four months of this year increased 12.67 percent year-on-year, making it a major engine driving the city's high-quality development, according to authorities.
Zhejiang Mercantile Exchange, which serves as an important platform for building the city's oil and gas industrial chain, has been making efforts to provide premium services to oil and gas enterprises in production, consumption, investment and financing.
The exchange provides a platform through which suppliers and buyers can conveniently make bookings, and it currently has 2,557 member corporations.
Authorities have leveraged the city's geographical location and developed related policies to establish a modern industrial system and optimize the business environment, which will in turn aid its high-quality development drive.
