Six cities, Guangzhou, Shenyang, Nanjing, Hangzhou, Wuhan and Chengdu, were approved to become the comprehensive pilot cities to expand the opening up of the service industry.

The State Council requires that these cities further promote the reformation and opening up of the service industry. They are also expected to accelerate the development of modern service industry, as well as create new advantages in international cooperation.

The officials of the Guangzhou municipal commerce bureau said that Guangzhou will focus on promoting the opening up and innovation of the service industry by utilizing their accumulated experience. The plan to accelerate the opening up of the service industry is the first national comprehensive project approved by Guangzhou after the 20th National Congress of the Communist Party of China.

In recent years, Guangzhou has actively promoted the high-level opening up and development of the service industry.

In 2021, the added value of Guangzhou's service industry reached 2.02 trillion yuan ($290 billion), accounting for 71.6 percent of the city's GDP, ranking first in Guangdong  and third in the country in terms of total scale. The added value of its modern service industry and productive service industry exceeded one trillion yuan.

To date, Guangzhou's service industry has formed seven sub-industries with an added value of more than 100 billion yuan.
