Since 2020, the city has promoted the integrated development of culture and tourism through the in-depth exploration of historical and cultural resources related to the Zhou (c.11th century-256 BC), Qin (221-206 BC), Han (206 BC-AD 220), and Tang (618-907) dynasties.

The perfect integration of modern technology, fashion art, and special food has created a series of brands that highlight Xi'an's unique historical and cultural charm and have world influence.

In addition, the city has been working to stimulate its nighttime travel economy. Its nighttime travel economic fair and Xi'an cultural tourism consumption season feature a series of activities such as beer festivals, music festivals, food festivals, tent festivals, and e-sports festivals.

By 2025, there are expected to be 950 cultural enterprises above a designated size – those with annual output value of 20 million yuan ($3.14 million) or more – in the city, as well as 172 museums at all levels.

The added value of the cultural tourism and related industries is expected to eventually account for 16 percent of the city's gross domestic product.
